JOB DESCRIPTION: Serves as the skill center’s operational officer; plans, organizes, supervises and generally directs the areas of computer services, facilities, maintenance; college information, marketing and public relations and student recruitment, human resource services, security; participates in the development, administration and disbursement of the skill center operational and capital budgets, assist in developing policies and rules to govern Skill Center operations.
ESSENTIAL DUTIES: Plans and directs the general operation of the Center. Develops and implements policies and procedures for the maintenance and operation of the physical facilities, grounds, and for the scheduling and utilization of College facilities by College personnel and the community. Directs the college personnel evaluation program and recommends to the Executive Director the employment, retention, or termination of all college personnel; oversees Resignations, Leaves of Absences, Transfers, Reclassification, etc. Responsible for the security of the persons and property of the center. Oversees daily activities providing guidance and assistance regarding personnel administration, fiscal issues, safety program, facilities, transportation, and skill center practices and procedures. Directs and plans programs and services to promote Marketing and Public relations and student recruitment. Coordinate the planning and implementation of new Skill Center building and remodeling projects. Directs facility and grounds inspections to ensure safety and appearance are maintained. Directs the maintenance section, monitors budgets and approves the purchase of tools, services, and equipment for facilities maintenance. Facilitates hiring of new personnel by recruiting, interviewing, and recommending hire of new employees. Administers all personnel programs to include EEO/Affirmative Action, and Skill Center personnel policies and procedures. Serves as the senior administrator when the Executive Director is out of the office. Performs other duties as assigned.
MINIMUM QUALIFICATIONS: Any combination of education, training, and experience that provides the required knowledge and abilities. An example of this would be experience in business or community college operational programs and management. Master's degree required.

Administrative level supervisory practices, procedures, and techniques
Facilities management practices to maintain safe, efficient, and sanitary environment
Practices in the administration of business or community college operational areas and related support activities such as personnel practices, budgetary management, and operational program development.
SKILLS REQUIRED:
Developing, writing, implementing, and administering operating policies and procedures
Working with difficult situations/people and negotiating solutions
Making mathematical calculations and analyzing data to monitor budgets
Performing facilities inspections and identifying problems visually and through the use of an automated system
Using a personal computer and calculator
Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction
Assess college operational needs and develop responsive programs
Coordinate activities with a variety of college staff and departments.
Valid Arizona Class D Drivers License.
